Just to follow up in case anyone else finds this thread, I did some more digging and it looks there is a super-annoying bug in Office 365 whereby if a user account is converted to a shared mailbox, the user account sticks around as an Unlicensed (or even, as in this case, licensed) user in the Active Users list.
