Regardless of version, when using the Shield you will walk at the same speed as if you were sneaking. The Shield will block most damage that comes at the Player from the front. So for the shield it would be something like /clear playername shield This clears the shield completely from the player (inventory as well) so you would need to use the /give command to give the shield back to the player.
